1、 Qualification requirements of bidders:

Qualification Requirements For Bidder

1. The bidder meets the requirements specified in Article 22 of the Government Procurement Law of the People's Republic of China;

(1) Have the ability to independently bear civil liability (provide the business license of the legal person or the certificate of integration of three certificates);

(2) Have good business reputation and sound financial accounting system (2018 financial status report or credit certificate issued by the bank where the basic account is opened);

(3) Have the equipment and professional technical ability necessary for the performance of the contract (provide the letter of commitment or provide relevant supporting materials for the equipment and professional technical ability necessary for the performance of the contract);

(4) Have a good record of paying taxes and social security funds in accordance with the law (provide relevant materials of paying taxes and social security funds in any month of 2019 in accordance with the law, and provide corresponding documents to prove if tax exemption or social security funds do not need to be paid in accordance with the law);

(5) Within three years before participating in government procurement activities, there is no major illegal record in business activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

2. The bidder has no major illegal records in its business activities, has no circumstances such as being ordered to suspend business, having its business license revoked, having its property sealed up, frozen or taken over, or being declared bankrupt, and has no other circumstances that may affect its quotation qualification

3. If the person in charge of the unit is the same person or different suppliers with direct shareholding and management relationship, they shall not participate in the government procurement activities under the same contract (provide a written statement).

4. Consortium bidding is not accepted for this project.

5. Our company only accepts suppliers who have purchased this bidding document to participate in bidding. explain:

The Tenderer must bid for the whole package of goods and services of the Project, and any bid for only a part of a single package shall be deemed as invalid. The Bidder may bid for two package groups of the Project at the same time, or only for one package group. The Bidder is allowed to win the bid in both package groups at the same time.
